The idea is that talents are now substantial gameplay choices. For example, the tier Youshi referenced for Warlocks (75), all 3 relate to survivability, but strongly differ on how. Burning Rush gives you an on-demand sprint, at the cost of a small DoT while active. Demo Circle grants an even more powerful movement movement, a teleport, but requires setup and has a cooldown. Both of these are focused on avoiding damage to survive, but differ on how. Dark Pact, on the other hand, grants a fairly substantial absorb shield. It has a longer CD than the other two, but can be used to effectively tank certain things instead of avoiding them.
All of them have a use and a fundamentally similar role, but they differ in the gameplay involved. That's the point of the new talents.
